Goal
Improved performance, less errors, Firefox support.
After the Jupiter refactoring and Callisto fixes, RPM is at an ideal state for upgrading the Framework, Visual Studio, and SQL Server. Before we begin the next large development cycle, we want to solve some final nagging errors and performance issues. We also need to refactor the DHTML code to lay the foundation for some future work.

- Microsoft .NET Framework and SQL server upgrade.
- Should provide better memory use and performance

- Move all common head tags to one server control
- Get all pages under XHTML doctypes and begin HTML to XHTML reformatting.
- Use "sprite" style images as much as possible to reduce the number of image calls

- CR8478: Comm import to note field (put Notes and Notes for staff in the matrix)

Codename
Europa is the sixth nearest moon to Jupiter, and the fourth largest of Jupiter's moons. It was discovered in 1610 by Galileo Galilei and is the smallest of the four Galilean moons named in Galileo's honor.
Due to the hypothesized ocean beneath its icy surface, Europa is one of the most likely places in the solar system to host primitive extraterrestrial life.
Continues our Solar System naming. All 4.x versions should be Jupiter related.
