Import buffer

When a supplier commission data file is uploaded it goes into a temporary buffer so it can be reviewed before the import is completed.

Not counted in RPM

Things inside the buffer do not count anywhere else in RPM. For example, if an item in the buffer has a new rep ID, that rep ID won't be created until the import is finished and the item is moved out of the buffer.
